MP4 file won't play until loaded (Projekktor Core)

I have confirmed the ATOM MOOV file is at the beginning yet the MP4 file will not play until it is fully loaded.

Using the HTML video tag alone without using Projekktor, though, it loads and plays immediately.

What could be the problem?

I've seen this as well, on iPad in particular.
